RTA Requirements
In Victoria, all rental properties must have an Electrical Safety Certificate issued by a licensed electrician. The requirements are:
- Every 2 years – the certificate is valid for 24 months from the date of issue
- AS/NZS 3019 – the electrical installation must comply with the Australian standard for electrical installation condition assessments
- Full installation check – every circuit, power point, light and fixed appliance is tested
- RCD protection – all circuits must have functioning residual current devices
The certificate must be obtained before the tenancy begins and renewed every two years thereafter.
What We Check
During an RTA safety check we test:
- Switchboard – every circuit breaker, RCD and wiring connection
- Power points – polarity, earthing and insulation on every outlet
- Light circuits – switching, earthing and fixed wiring
- Fixed appliances – hot water systems, ducted heating, range hoods and any hardwired equipment
- RCD operation – every safety switch is tested for trip time (must be under 30ms)
The Certificate
On successful completion we issue:
- Electrical Safety Certificate – the document your agent and tenants need
- Record of test results – detailed log of every test performed
- Defect notice if required – if we find safety issues, we issue a defect notice and provide a quote to rectify

Penalties for Non-Compliance
Landlords and property managers who fail to maintain Electrical Safety Certificates face significant penalties under the Residential Tenancies Act 1997:
- Section 30D – landlords must ensure the premises are compliant at the start of every tenancy and every 2 years
- Section 35 – landlords must maintain the premises in a reasonable state of repair
- Fines – penalties can reach $11,095 for a single property, with additional penalties for each day the breach continues
- Tenancy rights – tenants can apply to VCAT if the landlord fails to provide a valid certificate
